San Clemente architectural review
Most of San Clemente has no color committee at all. Talega does, and it is the strictest published process in the city. Repainting the same color as-is generally needs no approval, but any color change requires an architectural application, the review runs up to about 45 days, and the submittal includes photos of all four sides of your house plus the neighboring and facing houses, because the committee checks your scheme against what is already next door.

The Hanson-era core near the Pier Bowl and North Beach is white hand-troweled stucco under red clay tile, with arched openings, deep reveals and wrought iron. Those are the 1920s and 1930s houses, and the city takes the style seriously enough that its Urban Design Element requires Spanish Colonial Revival for new buildings and major remodels inside the Del Mar, North Beach and Pier Bowl overlay areas. That governs those districts, not every house in town.
The hillside tracts from the 1960s through the 1980s are more conventional stucco with wood trim, and Forster Ranch, Marblehead and Talega add 1990s and 2000s production Mediterranean. What makes San Clemente physically hard is the topography. Houses step down the slope toward the water, so the ocean elevation that needs the most attention is often two or three stories off the ground with a deck in the way.
Iron railings rust, white stucco shows every drip, and sand-finish patching has to match or it reads from the street.
